Notice to Applicants for NFA or EMI Courses:
To reduce the risk of identity theft, FEMA, the National Fire Academy (NFA), and the Emergency Management Institute (EMI) are eliminating the use of the Social Security Number (SSN), where possible when applying for training. FEMA has implemented the use of a Student Identification (SID) number. You will be required to obtain and use the SID in applying for NFA or EMI courses. This number will be used in place of the SSN on your application. Read more about this new application process.

How to Apply for an EMI Off-Campus All-Hazards Position Specific Direct Delivery ‘L’ Class

  • Register for a Student Identification Number (SID) if you have not done so already. How do I obtain my FEMA SID?
  • Select a Regional Position Specific class from the ‘Schedule of Classes’ link on the Position Specific website.
  • Contact the listed Point of Contact (POC) person for the class you wish to attend
  • Follow the directions of the local POC when registering for the course

Enrollment Policies / Eligibility

Enrollment in EMI courses is generally limited to U.S. residents; however, each year a limited number of international participants are accommodated in EMI courses. To take a course at EMI, applicants must meet the selection criteria and prerequisites specified for each course. Participants may not take the same course more than once.

Application Procedures

All students who wish to attend off-campus (L) classes in EMI’s All-Hazards Position Specific Training Program will need to complete FEMA Form FF-USFA-FY-21-101 (formerly 119-25-0-1). These forms should be filled out completely including student SID number as noted above. The form should be signed by the applicant’s supervisor and then forwarded to the respective State Training Officer for final approval. FEMA application forms for off-campus L classes should NOT be sent directly to NETC Admissions, as that office does not handle registrations for off-campus classes. Once approved, the completed form should be forwarded directly to the POC for the class the student is enrolling in or taken directly to the class, per directions of the local POC. Federal employees should have the application form signed by the person in their respective agency who’s responsible for NIMS compliance.
