FEMA Higher Education Program
The mission of the Higher Education Program is to engage academia, emergency management professional organizations, and practitioners to work together to foster a culture of continuous learning and innovation through education and research to meet the challenges that confront the nation.
Higher Education program seeks to bolster our national security and resiliency through collaboration with the capabilities of academia as a well-defined member of our whole community.

NDEMU Training Partners
NDEMU works to provide emergency managers access to training where they are located. Courses may be accessed at various satellite locations throughout the nation, including pre-established training sites, as well as areas where education and training opportunities may be historically underdeveloped. In the future, the NDEMU will work to establish satellite locations with select FEMA Regions and university partners. This is intended to make in-person attendance easier and geographically localize education and training opportunities. NDEMU will continue to offer courses at the National Emergency Training Center campus, as well as mobile deliveries in the field and continue on line and virtual deliveries.
Working with our training partners NDEMU will bring together emergency management professionals, strategic thinkers, policymakers, academics, and researchers to build a continuum of training, professional development, and education, from the beginning of an emergency manager’s career through the most senior executive levels, filling gaps in emergency management training and enhancing the emergency management profession. Consistent with past practices at EMI, NDEMU will provide certificates of course completion, but will not be issue degrees.
State, Local, Tribal and Territorial Partnership
One of the core aspects of NDEMU will be to provide training to emergency management professionals where they are. This means a focus on working with federal, state, local, tribal and territorial government agencies to enable local training opportunities. In addition, NDEMU will expand access to in-person and virtual training and education by establishing satellite locations throughout the nation with FEMA Regions and select university partners and modernizing our e-campus architecture.
Whole Community
Preparedness is a shared responsibility; it calls for the involvement of everyone — not just the government — in preparedness efforts. By working together, everyone can help keep the nation safe from harm and help keep it resilient when struck by hazards, such as natural disasters, acts of terrorism, and pandemics.
The NDEMU School of National Resilience (SNR) will be focused on strengthening the whole community. SNR will combine targeted trainings in the fundamentals of emergency management with deeper dives into disaster risk reduction, climate change adaptation, and other topics specifically relevant to whole community members. In this way, SNR will serve as a bridge between the emergency management profession and the broader emergency management community.

National Training Catalog & Schedule
The National Preparedness Course Catalog is an online searchable catalog featuring a compilation of courses managed by the three primary FEMA training organizations: the Center for Domestic Preparedness (CDP), the National Disaster & Emergency Managment University, and the National Training and Education Division (NTED). The National Preparedness Course Catalog features a wide range of course topics in multiple delivery modes to meet the increasing training needs of Federal, state, local, territorial, and tribal audiences.
NDEMU curriculum and certificate programs will also indicate all of the courses required for completion of each program. The complete list of all NDEMU courses can be found in the national training catalog:
Student transcripts & certificates
The NDEMU Student Portal allows students to view their course completions as well as print certificates and/or an unofficial student transcript. In addition, students can request an official transcript from the FEMA Independent Study Program (FEMA ISP) office. For more information review the FEMA ISP Information page.

Become an NDEMU Instructor
NDEMU is the emergency management community’s flagship training institute, and provides training to Federal, state, local, tribal, volunteer, public, and private sector officials to strengthen emergency management core competencies for professional, career long training. NDEMU is committed to building a cadre of instructors who are reflective of the diversity of the field of emergency management and current practitioners in the emergency management career field.
NDEMU instructors must have subject area expertise and proven successful teaching experience for the courses they teach. Course-specific requirements for applicant instructors may be found on our instructor page.

Section 508 Compliance in Teaching

The National Disaster & Emergency Management Univerity and the Federal Emergency Management Agency (FEMA) are committed to providing accessible Information and Communication Technology (ICT) to individuals with disabilities, including members of the public, disaster survivors and federal employees, by meeting or exceeding the requirements of Section 508 of the Rehabilitation Act (29 U.S.C. 794d), as amended in 1998.
Section 508 is a federal law that requires agencies, during the procurement, development, maintenance or use of ICT, to ensure that individuals with disabilities have access to and use of ICT information and data comparable to the access and use afforded to individuals without disabilities (i.e., "ICT accessibility"), unless an undue burden would be imposed on the agency. The law applies to software and hardware with a user interface, all public facing electronic content (web and non-web) and to non-public facing electronic content that is "agency official communication or business" along with support services and documentation.
These same requirements apply to education documents, courses and all ICT povided by NDEMU during training.
