Foundational Education in Emergency Management
The E0110 Basic Academy Train-the-Trainer course consists of a 5 day learning experience intended to provide training instructors with a standardized curriculum for all training programs, and to establish a career development training program for the emergency management profession.
The course consists of two days of discussions about course objectives, how to set up and facilitate the class, time management, and other general topics. The last three days consist of student teach backs that describe activities and exercises to demonstrate students’ grasp of the Basic Academy course subject matter.
All curriculum content of the Basic Academy is covered in the Train-the-Trainer course to support a training experience that combines knowledge of all fundamental systems, concepts, and practices of contemporary emergency management. The Academy provides shared experiences of adult learners and skillful instructors resulting in a solid foundation upon which to become a qualified Basic Academy instructor.
Who Should apply
This course is intended for those emergency managers and trainers from Federal, state, local, tribal, and territorial emergency management agencies who have extensive background in emergency management and experience in training adults.
- Minimum 3 years of classroom training experience in adult learning
- Minimum 5 years experience in emergency management (recommended to be current practitioners)
- Proven and proficient capability to deliver and facilitate training (NDEMU resume/recommendation review)
- Minimum 3 years of classroom training experience in adult learning
- Demonstrated knowledge of the fundamental systems, concepts, and current practices in emergency management
- Resume detailing responsibilities, authority and length of time in profession
- Effectiveness teaching emergency management to adults
- Documentation of at least three years' experience teaching emergency management to adults
Classroom Course Requirements
Basic Academy Train-the-Trainer consists solely of the 0110 classroom course, comprising 5 days (40 hours) of learning. Attendance during each day of the course is mandatory.

The following 11 independent study courses must be completed in their entirety prior to submitting an application to E0110: IS100, IS120, IS200, IS230, IS235, IS240, IS241, IS242, IS244, IS700, and IS800

Basic Academy TtT Selection Process
The Basic Academy Train the Trainer curriculum is for qualified instuctors to learn how to teach foundational concepts of Emergency Management. As such, the Basic Academy TtT course is not limited to a formal candidate application.
Rather, we encourage all qualified individuals who meet the selection cretieria and prerequisite requirements to apply for the Basic Academy TtT classroom courses.

Verify Qualification
- Review and verify the candidacy requirements for selection to the Basic Academy TtT classroom course
- Complete all required prerequisites before applying for Basic Academy TtT course. Proof of prerequisite completion must be submitted with your application

Students register though the NETC Online Admissions Application using their SID or PIV information
- Attach required prerequisite certificates
- Attach required resume
- Attach required Commitment Statement
- All NDEMU applications require an electronic approval from the head of your sponsoring organization. You will need the name, title, and email address of this person to submit the application.
- Non-Federal applicants for NDEMU courses must use the appropriate State Training Officer (STO) as “Head of Organization”.

Tuition and Travel Reimbursement
There is no cost of tuition for the Basic Academy courses.
Some individuals taking courses at the National Emergency Training Center (NETC) in Emmitsburg, Maryland may be eligible for stipend reimbursement. For information about travel reimbursement eligibility and procedures, see the NETC Welcome Package.
Eligible for stipend reimbursement
- State, local or tribal government representatives.
- Recognized volunteer organization representatives.
- Active emergency management organization representatives.
- Representatives from state or local fire organizations
Not eligible for reimbursement
- Federal government. (Federal students are subject to federal travel regulations and travel under orders prepared by their office.)
- Private industry employees.
- Employees who are contracted to federal, state, or local government entities (such as rural-metro departments).
- Representatives of a foreign organization.
