Course Overview

The E0212 Hazard Mitigation Assistance: Developing Quality Application Elements course provides a practical introduction to securing FEMA Hazard Mitigation Assistance (HMA) grants to protect communities from natural disasters. Participants will learn to identify eligible projects—such as flood protection, wildfire defense, and community planning—across major funding programs like BRIC, FMA, and HMGP[MK1] . The training offers step-by-step guidance on building competitive applications, covering essential requirements like technical feasibility, environmental compliance, and Benefit-Cost Analysis (BCA).

Who Should Attend

This course is intended for State, Local, Territorial, and Tribal (SLTT) government mitigation staff, local jurisdiction staff, and private nonprofit staff who may be:

•             Emergency Managers,

•             Planners,

•             Financial managers,

•             Project implementation managers,

•             Local grant coordinators,

•             Mitigation administrators, and/or

•             FEMA staff newly assigned to grant programs.

Prerequisites

Completion of the IS13: NDEMU Conduct and Behavior Course is compulsory before participating in any NDEMU training offered in-person at the National Emergency Training Center (NETC). It’s important to note that this course and exam are not required annually; they only need to be completed once. This course will be treated as a mandatory prerequisite for all courses.

The application process requires supervisory approval through email verification.
