COVID-19 Information for National Emergency Training Center Students

Note: effective July 28, 2021, all Federal employees, onsite contractors, and visitors, regardless of vaccination status or level of COVID transmission in your local area, are required to wear a mask inside all DHS workspaces and Federal buildings.

Extended Outage

We will be performing scheduled maintenance on Wednesday, October 13, 2021 at 8:00 AM EST. This is a planned three (3) day EXTENDED OUTAGE, ending Friday, October 15, 2021 at 10:00 PM EST. All EMI web services will be unavailable for this time period. Please contact us if you experience any issues outside of this maintenance window.

The Federal Emergency Management Agency continues to monitor the guidance of the Centers for Disease Control and Prevention (CDC) as it relates to COVID-19. To mitigate the spread of COVID-19, the CDC is encouraging organizations to promote social distancing, hold meetings via videoconferencing, reduce non-essential travel, and adjust or postpone events and gatherings. We also continue to evaluate the local and national situation and will provide regular updates.

Students will be notified in advance concerning the status of their on-campus course offering.

Course Development Workflow

Project Start

  • The Contract Period of Performance is established
  • Course Manager contact Curriculum Management Branch and provides information about new project.

Course Manager Provides Developer Information to CM Branch

The Curriculum Management Branch maintains a list of all developers and projects.

Developer Training Required?

All developers are required to complete EMI's 2-day developer training prior to beginning development. If the developers have already been trained, move onto Development. If the developers need training:

  • Curriculum Management branch works with developers to set up training dates
  • Training Provided
  • Record of training is held by the Curriculum Management Branch


  • CM Branch provides Developer rights for the contract Period of Performance
  • Development begins - Developers follow requirements and procedures.

SME Review Process (10 business days)

  • When the materials are ready for review, the contractors will contact the COR, Course Manager, and LCMS POCs to let them know.
  • LCMS POCs will change status of course to SME Review
  • If SMEs have not yet received reviewer training, the LCMS POCs will train them in a 30 minute session and provide accounts. To expediate this process, please provide reviewer information prior to the SME Review.
  • SMEs will conduct review of entire course within the LCMS
  • Developers will make changes and approve comments. A focus group may be established with all stakeholders to determine what comments should be approved.

EMI Technical Review (10 business days)

  • Contractor will notify LCMS POCs, Course Manager, and other stakeholders that the course is ready for review
  • Curriculum Management branch will perform a review of the course to ensure that it meets all of EMI's LCMS requirements.
  • Developer will be required to make changes based upon the report.
  • EMI will recheck issues (5 business days per recheck)
  • Final Exams/Test Banks should be provided at this time. EMI will check the test bank to ensure it meets all standards. Please Note: Test banks are created outside of the LCMS.

508 Review Process (10 business days)

  • Curriculum Management Branch exports the course into final format
  • Curriculum Management Branch will perform a 508 review on exported course
  • Developer will be required to make changes based upon the report.
  • EMI will recheck issues (5 business days per recheck)


After a course has passed all reviews, the course will be set to production and the final (exported) materials will be placed in the Curriculum Delivery Section of the ESW (Instructor Led Course) or on the live website (Independent Study Course).
