NSEC: Advanced Course Stage

Advanced NSEC courses explore complex processes from the HSEEP doctrine in greater detail to enhance understanding

The NSEC Foundation Program

The advanced level Exercise courses take complex processes from the Homeland Security Exercise and Evaluation Program (HSEEP) doctrine and explore them in much more detail to further enhance understanding and promote more consistency in exercises across the nation.

  • K0051: Exercise Program Management

    K0051 Exercise Program Management is a virtual, instructor-led course that provides a comprehensive overview of HSEEP exercise program management. Participants will gain a better understanding of Exercise Program Management and create ‘Take Home’ documents. The course will discuss the facilitation of an Integrated Preparedness Planning Workshop (IPPW) and identify elements of the Integrated Preparedness Plan (IPP) as it relates to exercise program management.

    The K0051 Exercise Program Management Course is delivered via a webinar format that includes classroom-like lectures, work-group activities, and a final test, to assess participants’ knowledge gain. Additionally, work-group activities reinforce the concepts taught during lectures. K051 courses are conducted online via Adobe Connect, in one 4-hour block.

    Target Audience:

    Ideal candidates will have 1-3 years’ experience designing and conducting emergency management exercises consistent with the HSEEP Doctrine.

    • LK0146 Homeland Security Exercise and Evaluation Program (HSEEP)
    • IS-120.c An Introduction to Exercises

    Course length:

    This course is offered as a virtual delivery only (K delivery) and is four (4) hours in length.

  • ELK0139: Exercise Design and Development

    This course is designed to expand your knowledge of exercise design and development consistent with the Homeland Security Exercise and Evaluation Program (HSEEP) doctrine.

    • Categorize the types of exercises defined by HSEEP and understand the differences and commonalities.
    • Demonstrate the basic components of an exercise program and examine how those components support exercise development.
    • Describe the audience and purpose of the key exercise design and development planning documents, develop those products in class as part of Exercise Planning Team.

    Target Audience:

    Ideal candidates will have 1-3 years’ experience designing and conducting emergency management exercises consistent with the HSEEP Doctrine.

    Prerequisites:

    • E/L/K0146 Homeland Security Exercise and Evaluation Program (HSEEP)
    • IS-120.c An Introduction to Exercises

    Course Length:

    This course is sixteen hours (16) in length and is offered as a two (2) day session when taken in-person (E/L delivery). The virtual delivery (K delivery) of this course is sixteen hours (16) in length and takes place over four (4) days.

    Special Note:

    The in-person (E delivery) of this course held on the EMI campus is offered as a combination delivery along with E-0050 Exercise Control and Simulation. If you plan to attend either of these courses on the EMI campus, please consider registering for both courses at the same time. If you choose to take only one at a time, you will experience transportation challenges to and from the airports.

  • EL0050: Exercise Control and Simulation

    This course is designed to introduce you to the fundamentals of Exercise Control and Simulation. Completion of this course will help prepare you to design and conduct exercises consistent with the Homeland Security Exercise and Evaluation Program (HSEEP) doctrine.

    The use of HSEEP—in line with the National Preparedness Goal and the National Preparedness System—supports efforts across the whole community that improve our national capacity to build, sustain, and deliver Core Capabilities.

    Exercise control maintains exercise scope, pace, and integrity during conduct under safe/secure conditions. Key elements of exercise control include controller staffing, structure, training, communications, and safety and security. Exercise simulation uses the MSEL and related instruments to enhance the exercise experience.

    This course is designed to demonstrate and provide you the opportunity to develop exercise control and simulation tools in a no-fault/low stress environment while working with your peers.

    Target Audience:

    Ideal candidates will have 1-3 years’ experience designing and conducting emergency management exercises consistent with the HSEEP Doctrine.

    Prerequisites:

    • LK0146 Homeland Security Exercise and Evaluation Program (HSEEP)
    • IS-120.c An Introduction to Exercises

    Course Length:

    This course is sixteen hours (16) in length and is offered as a two (2) day session. There is no virtual (K delivery) option for this course due to the required participation in the final Functional Exercise activity.

    Special Note:

    When delivered on the EMI campus (E delivery), this course is offered as a combination delivery along with E-0139 Exercise Design and Development. If you plan to attend either of these courses on the EMI campus, please consider registering for both courses at the same time. If you choose to take only one at a time, you will experience transportation challenges to and from the airports.

  • ELK0131: Exercise Evaluation and Improvement Planning

    The Exercise Evaluation and Improvement Planning course is designed to improve skills, knowledge, and capabilities of individuals and organizations involved in the evaluation of emergency management.

    Target Audience:

    This course is recommended for individuals with responsibilities in emergency management exercise evaluation programs, including emergency program managers, exercise training officers in the public, private, and non-profit sectors

    Prerequisites:

    • IS 0120, An Introduction to Exercises
    • IS 0130, How to be an Exercise Evaluator
    • LK0146: Homeland Security Exercise and Evaluation Program

    Course length:

    This course is thirty-two hours (32) in length and is offered as a two (4) day session when taken in-person (E/L delivery) or virtually, instructor-led (K delivery).
