Procurement Under Grants: Exigency and Emergency Circumstances

This course equips FEMA grant recipients and subrecipients with the knowledge required to navigate federal procurement standards during periods of emergency or exigency (E&E), as outlined in 2 C.F.R. §§ 200.317-327. The course covers sole-sourcing under E&E, additional requirements for local governments and nonprofits, the use of pre-existing contracts, documentation and justification standards, contract provisions, and fraud prevention. Through practical examples and scenario-based learning, participants will gain a comprehensive understanding of the updated rules and risk areas associated with procurement under FEMA awards during E&E circumstances.

Upon completion of this course, participants will be able to identify and implement federal procurement requirements specific to emergency and exigency periods, including proper sole-sourcing procedures, competitive procurement transitions, contract documentation, bonding and contract clause requirements, and fraud mitigation strategies. Participants will also be able to apply best practices for using prepositioned contracts and ensure compliance with federal regulations while protecting national interests and spending tax dollars responsibly.
