Essentials of Procurement Under Grants and Build America, Buy America
IS-713Course Overview
This course provides FEMA grant recipients and subrecipients with the knowledge necessary to understand and comply with the required federal procurement standards (2 C.F.R. §§ 200.317-327). The course addresses procurement standards for various entity types, procurement methods and thresholds, contract requirements, fraud prevention considerations, and Build America, Buy America (BABAA) domestic preference requirements. Through practical examples and scenarios, participants will develop the foundational knowledge needed to remain compliant while procuring under their FEMA award.
Upon completion of this course, participants will be able to identify and apply the federal procurement requirements including competition requirements, procurement methods, contract requirements, fraud risks, and applicable BABAA compliance requirements.
Course Objectives:
- Define procurement under grants and explain how FEMA grant funding flows through disaster and non-disaster grant programs.
- Indentify federal procurement standards and determine how they apply to different recipient and subrecipient entity types.
- Apply procurement requirements related to competition, procurement methods, federal thresholds, cost and price analysis, and bonding requirements.
- Recognize required contract provisions, contract types and fraud risks considerations.
- Explain the purpose, scope and compliance requirements of Build America, Buy America (BABAA), including waiver processes and implementation requriements.
