The references below were compiled by or under the direction of Wayne Blanchard, Ph.D., CEM, FEMA Emergency Management Higher Education Project Manager. The primary purpose has been to collect references for a potential new project - to update and revise the current Terrorism and Emergency Management upper division college course - developed under contract for the FEMA EM Higher Education Project. Most of the following items can be located by going directly to the URL's provided below. Several would need to be located through a library search. Many of these references have been added with only a cursory examination of their content. As time allows there will be further additions as well as deletions of material determined to be of low or duplicative value. Suggestions for additions or deletions can be forwarded to Dr. Blanchard at: wayne.blanchard@dhs.gov.
