Course Overview

The course is an online, self-guided training. The goal is to provide an overview of the requirements for state hazard mitigation plans that are found in the State Mitigation Planning Policy Guide (2022). The State Mitigation Planning Policy Guide is FEMA’s official policy on, and interpretation of, state hazard mitigation planning requirements set in 44 Code of Federal Regulations (CFR) Part 201

Course Objectives:

  • Explain the purpose and intent of state hazard mitigation planning.
  • Present three guiding principles that are used in plan reviews.
  • Describe the requirements for standard state hazard mitigation plans.
  • Describe the requirements for enhanced state hazard mitigation plans.
  • Locate additional hazard mitigation resources.

  • State Hazard Mitigation Officer (SHMO) and mitigation staff.
  • State management agency staff.
  • State agencies that participated in previous state hazard plan updates.
  • State mitigation advisory committee members. Non-governmental agency stakeholders.
  • Regional planning agencies and organizations.
