Federal Coordinating Officer (FCO)
The Federal Coordinating Officer is the official who is appointed to manage Federal resource support activities following a Presidential disaster or emergency declaration under the Stafford Act. The FCO is responsible for coordinating the timely delivery of Federal disaster assistance resources and programs to the affected State, local, and tribal governments, individual victims, and the private sector. The following positions are Included in the FCO staff:
- FCO/Deputy FCO
- Special Assistant to the FCO
- FCO Executive Assistant Specialist
External Affairs Officer
The External Affairs Officer provides support to the JFO Coordination Group in all functions involving communications with external audiences. The External Affairs Officer may oversee the following functions:
- External Affairs – Joint Information Center
- External Affairs – Planning and Products
- Congressional Affairs
- Community Relations
Chief of Staff
The JFO Coordination Staff may include a Chief of Staff and representatives providing specialized assistance to the FCO. The following cadres/positions may be assigned to the Chief of Staff:
- Alternative Dispute Resolution Advisor
- Environmental/Historic Preservation Advisor
- Equal Rights Specialist (Equal Rights Officer)
- Lead Security Specialist
- Legal Advisor
Safety Officer
The Safety Officer is responsible for all issues related to occupational safety and health for personnel at the JFO and other FEMA facilities.

Operations Section
The Operations Section coordinates support to on-scene incident management efforts, program implementation and activities required to address broader impacts beyond the immediate incident site. Resources from the following cadres may be assigned to the Operations Section:
- Environmental/Historic Preservation (EHP)
- Hazard Mitigation (HM)
- Public Assistance (PA)/Infrastructure Support
- Individual Assistance (IA)/Human Services
Planning Section
The Planning Section’s function includes the collection, evaluation, dissemination, and use of information regarding the incident and the status of Federal resources. The Planning Section is responsible for developing a Coordination Plan; preparing and documenting Federal support actions; and developing strategic, contingency, long-term, and other plans related to the threat or incident, as needed.

Logistics Section
This Logistics section coordinates logistics support to provide supplies, and services to the JFO and other field locations. Resources from the following cadres may be assigned to the Logistics Section:
- Information Technology
- Logistics
Finance/Administration Section
The Finance/Administration Section is responsible for the oversight of management of human and financial resources including the monitoring and tracking of all Federal costs and adherence to all applicable laws and regulations. Resources from the following cadres may be assigned to the Finance/Administration Section:
- Comptroller and Financial Management
- Contracting/Acquisition
- Disaster Field Training Operations
- Human Resources
