The Emergency Manager Toolkit
 

Welcome to the Emergency Manager Toolkit. This toolkit contains many resources that can be used to build emergency management capabilities.

The toolkit is divided into sections by topic. Each topic includes a number of resources that are listed in the Table of Contents. By clicking on a topic, you can move to the section and find the resource you want.
Unit Title Description
Unit 1: Emergency Management: Setting the Scene This section defines emergency management. There is information on example activities in each phase of comprehensive emergency management and a list of emergency management organizations.
Unit 2: Emergency Management: Understanding Your Role

This section describes the tasks included in the job of emergency manager. There is information on local jurisdictions, common mistakes that occur with emergency managers, a list of FEMA publications, and sample job description.

Unit 3: Mitigation

This section describes the activities included in the mitigation phase. It provides tools for analyzing hazards and risks to your community, including aids for developing hazard and sector profiles and completing a risk assessment.

Unit 4: Preparedness

This section describes the activies included in the preparedness phase. There is information on a county sample plan and resource management package.

Unit 5: Response This section describes the activities included in the response phase. This section provides tools for providing information and building good relationships with the media.
Unit 6: Recovery This section describes the activities included in the recovery phase. There is information on FEMA state agreement and challenges for recovery planning.
Unit 7: Managing the Program This section describes the management functions of daily operations. It provides a sample county budget.
