Course Information: The course
is designed to provide participants with the knowledge, skills and
ability to work and manage effectively in a key State disaster management
position in tandem with the Federal counterpart. The performance-based
course concentrates on management responsibilities of key State
staff within the disaster environment whether operating in an emergency
operation center or at a disaster field office. Individuals shall
have the opportunity to share with colleagues innovations and practices
that have enhanced their State’s ability to manage emergencies
and disasters.
Course Length: 4 days. Course starts
Monday at 8:30 a.m. and ends Thursday at 5:00 p.m. Buses depart
from the NETC campus Friday at 9:30 a.m.
Participant Selection Criteria:
The target audience is any person who is or may be appointed State
Coordinating Officer (SCO) during disaster response and recovery
operations. This includes, but may not be limited to, State Director,
Deputy Director, Individual Assistance Officer, Public Assistance
Officer, State Hazard Mitigation Officer, Operations Officer, or
any other person in a management and supervisory capacity during
disaster operations. Individuals, who have attended the previous
course, State Coordinating Officer (E208) may attend on a space
available basis.
Prerequisite: State Disaster Management
(IS208): Participants in E208 must complete the prerequisite IS208
course. Topics covered in IS208 are disaster management roles and
responsibilities, pre-disaster planning, damage assessment, current
policies in the disaster assistance programs, NEMIS overview and
its impact on the State, mitigation trends and policies, auditing
practices, and recovery issues. This course can be found at www.training.fema.gov/emiweb/is.
To Apply: Submit a completed General Application
(FEMA Form 75-5) with the State Director's approval to the National
Emergency Training Center Admissions Office. The Admissions office
will send a letter of acceptance for the E208 course. Please note
on the application whether you have already completed the IS208
course or whether you will be completing the course prior to participating
